Yes, this sounds like White Rose with a few changes from the manuscript and midi.

And the composition is so very Olly-like.

But.....

According to Heier and Lotz in "The Banjo On Record" the banjoist on this recording is George Edwin Morris. Morris  had been a pupil of both Vess Ossman and Joe Morely . They also indicate that the recording session was in 1930 on April 2. Not far from the 1929 attribution in the Youtube video but not the same.    I wonder where the person who posted this to youtube got the 1929 date. They could be right. Two different recording sessions?

p.s. I did a search on here for 'White Rose' and Dave Wade had made a comment that Olly Oakley 'recorded six sides in May 1930 - these were the last recordings he ever made - NT/CC/MdeC the ubiquitous Sweet Jasmine and two new ones Tony (dedicated to his youngest son) and White Rose.'  It would be great to hear this recording of Olly Oakley playing 'White Rose' and 'Tony' (have not heard the latter).  It must be lurking somewhere...I periodically search on YouTube as many 78 collectors like to post their finds....

I haven't got a recording of Oakley playing "Tony", but I have uploaded the score to the MUSIC LIBRARY for you to have a look at if you wish.
