This is a very well written one off rag by a composer about whom I could no info. There were two Electric Parks opened in Kansas City in 1899 and 1907 and as the music was published there, I think it's fair to assume that the title refers to them. Nothing else is known about the tune other than what is printed on the title page...Steve.
