I'd be interested if anyone knows anything about this tune. I found it in the Phil Squires collection. It's credited to "A Mereman".
It seems the "Mere Man" was what we'd call a trope now, a way of juxtaposing conventional men against the Suffragette movement. It seems to have been an American thing.
Ian has found a copy dating from 1907. That's before the Suffragette movement in the UK turned militant and started using direct action. I don't know anything about the movement in the States.
I assumed it would be a comic, mocking tune but it's actually a pretty good march. Interesting it was published under a satirical pseudonym.
