This  is a lively early rag with some nice staccato syncopation.

Cy Seymour is a pseudonym for W.C.Polla who was a prolific composer of  American popular music from 1898 until a few years before his death in 1939. He also published as W.C.Powell. I could only find a midi of the tune and used the score extracted from that to write the arrangement. I'm sure there must be a piano score out there somewhere but so far I haven't found one. The score and midi are in the library...Steve.
